Julie Leicht, BSPA, MPA

 

Interim Executive Director      

 

 

 

Julie Leicht earned a Master of Public Administration and a Bachelor’s of Science in Public Administration from the University of Missouri-Columbia. She has nearly 20 years of experience working in the public sector. Prior to her appointment as interim executive director, Julie served as a special assistant to County Executive Charlie A. Dooley. One of her responsibilities as special assistant was the County Executive’s liaison to the Children’s Service Fund.

 

Prior to joining the County Executive’s staff, Julie was the senior policy director for Citizens for Missouri’s Children (CMC), a non-profit child advocacy organization. One of her duties at CMC was overseeing the production of the Kids Count in Missouri 2009 Data Book. Other work experience included executive director of the Missouri Alliance for Animal Legislation, a non-profit animal welfare advocacy organization. Julie has worked for the City of St. Louis, serving on the staff of former Mayor Vincent C. Schoemehl, Jr., and as manager of Lambert Airport’s Disadvantaged Business Enterprise Program Office, certifying minority and women-owned businesses for participation in federally-funded projects. In addition, Julie worked for the Missouri Division of Family Services in Jefferson City and was charged with preparing the division’s annual budget as well as tracking and analyzing financial data by county.                                                                                           

 

 

 

 

 

 

 

Theresa Mayberry, Ph.D.

Dr. Mayberry earned her undergraduate degree in Social Science at George Williams College, Downers Grove, IL.  Her post-graduate work includes a master of science in Counseling Psychology, and a doctorate in Social Work from University of Illinois at Chicago, Jane Addams College of Social Work. She has more than 37 years of experience in leading and transforming organizations, successful programs and policy development concentrating on improved service delivery systems for children, families, and communities.  For decades, she has invested in public policy solutions to improve the opportunities for all segments of society, particularly the least served.

 

Prior to Theresa Mayberry’s appointment to the Children’s Service Fund, she served as Executive Vice President/Chief of Staff of Wyman Center where she facilitated and led the executive leadership team to ensure Wyman’s quality and fidelity in delivering youth development programs in 33 states serving 37,000 teens.  Previous responsibilities and contributions include President and CEO of Grace Hill Settlement House, St. Louis, Missouri; Director of Early Care and Education for the Caroline and Sigmund Schott Foundation in Boston, Massachusetts; Bureau Deputy Director for the Illinois Department of Children & Family Services;  Annie E. Casey Children and Family Fellows alumnus, where she was involved with the design and implementation of the national policy group, Corporate Voices for Working Families, Missouri Foundation for Health; Board, Cornerstone Early Learning Center; Board, The Soulard School, Dean’s Advisory Board, George Warren Brown School of Social Work; Executive Board, Saint Louis University, Cook School of Business; Commissioner, and Mayors Commission on Children; Youth and Families, St. Louis.

 

 

 

 

 

 

 

David W. Ewing, CP

Dave Ewing, CPA, graduated from Truman State University with Bachelor of Science in Accounting, Business Administration, and Computer Science.  He received his CPA certificate in 1982 and is licensed to practice in the State of Missouri.  During his career, he has had extensive experience in accounting, tax, finance, information technology, operations, and business process design.  Dave has had the opportunity to contribute in domestic and international businesses across multiple industry sectors, as well as with governmental and nonprofit agencies.

 

Dave has had the privilege of volunteering for a number of local charities and serving on the Board and as Treasurer for Kiwanis.  In his spare time, he enjoys flying as a private pilot, spending time with his family, and working in his church.

 

 

 

 

 

 

 

Alicia R. Smith, BA, MPA                                                         

 

Community Outreach Coordinator     

 

 

 

Alicia Smith earned a Master of Public Administration from St. Louis University and a B.S. in Business Administration from Colorado College.  She has over 15 years of public sector experience.  Prior to joining the Fund, Ms. Smith was the Program Manager for Diversity Initiatives at the American Red Cross, working extensively in the areas of community outreach, education and service to children with Sickle Cell Disease.  Other work experiences include Community Affairs with Charter Communications and Executive Assistant to former St. Louis Mayor, Clarence Harmon.

 

 

 

Alicia has had the privilege of serving on several professional Boards:  Life Crisis Services, Urban League, United Way and the St. Louis Planning Commission.  In her spare time, she is a member of Links, Inc. and Alpha Kappa Alpha Sorority volunteering numerous hours improving the lives of children and families in the St. Louis region.

 

 

 

 

 

 

 

Donald L. Brannam, BS, MA             

 

Data Services Manager 

 

 

 

Don Brannam holds a Master of Arts in Computer Resources and Information Management from Webster University and a Bachelor of Science Degree in Mathematics from the University of Great Falls.  Don is a skilled program and project manager who has extensive experience and success in leadership, managing technical personnel, technical programs, technical consulting contracts, and technical training programs.

 

 

 

Prior to joining the CSF staff, Don served as the Director of Information Systems for St. Charles County Government where he directed all County Information Systems Programs, Security, Operations and Activities.  He provided Information Systems and Technology Services for over 30 County Departments. During his tenure he planned developed, and implemented an Enterprise Network and Enterprise Database. Significant projects include a Datacenter, Fiber Network, VoIP Telecommunications System, Enterprise Resource Planning System (ERP) and an Enterprise Geographic Information System (GIS).  Don also had a distinguished Air Force Career in Civil Engineering where he served in numerous leadership positions.               

 

 

 

 

 

 

 

Kiesha Davis, MSW

Kiesha Davis, MSW is a graduate of Alabama A&M University, where she completed a Bachelor of Arts in Social Work. She went on to complete her graduate studies in social work at Washington University in St. Louis. Prior to joining the Fund, she worked with local funders designing programs to help support their grant making capacity. She also has experience managing short and long term grantee investment relationships, building collaborations and leveraging resources as well as working with program management and data analysis for nonprofits.

 

In her spare time she enjoys shopping, reading, dining out with friends and volunteering.

 

 

 

 

 

 

 

Carolyn Bailey, BS          

 

Accountant

 

 

 

Carolyn Bailey graduated from Missouri State University with a Bachelor of Science degree in accounting. She has more than 20 years of experience in accounting, tax, financial reporting and analysis, and training.

 

Carolyn is very passionate about children and volunteers in her church and community. She participates in many children’s programs including Girl Scouts, food banks, and a homeless ministry.
